Anyways, now with the tutorial.
You'll need:

Crepe Paper streamers.
Needle and Thread
Glue
Scissors
Steps:

- Cut three strips of streamers of approximately 20". And stack them one on top of each other. Then make a running stitch on the strips for the entire length of the strips.
- Cut fringes on these strips, just like the picture below.
- Pull the thread at one end of the strip and bring the ends of the strip together, so you now get a round flower shape.
-For the center of the flower, I used the crepe paper and crumpled that and place in a small square piece of paper.
- Bring together the sides of the square together so that you cover up the crumpled pieces and it looks like a ball.
- Glue this ball in the center of the flower.
